We don't build houses We make homes happen

About us

Homes England is the government’s national housing agency with a bold mission and plan to change the housing market for good.

We’re a growing organisation with over 1,000 colleagues – from surveyors, bankers and planners to housebuilders and service designers. Our teams work in both delivery and enabling functions from Development and Investment to HR, Finance and Transformation.

Our mission is to intervene in the market to ensure more homes are built in areas of greatest need, to improve affordability. We’ll make this sustainable by creating a more resilient and diverse housing market. To meet the government’s aim of delivering 300,000 new homes a year, we’re working on our objectives under our 5-year strategic plan (launched October 2018).

Unlocking land

We buy sites that others will not and invest in infrastructure or remediation works to make them viable for development by builders of all sizes.

Unlocking Investment

We have £27 billion to invest through a range of products to support housebuilding. To date the financial solutions we provide have influenced the building of over 650,000 homes.

Increasing productivity

We create opportunities for those willing to invest in modernisation and innovation, for example by using our commercial expertise to negotiate deals and bring international players to the UK market.

Driving market resilience

We support smaller builders to grow their business and new entrants to get into the market, helping would be builders to get building. For example, we can help share the risk and do deals that perhaps others may not to help support the market.

Supporting local areas

We provide support for priority locations, such as brokering deals between private and public partners or providing funding to councils to add the final piece in a puzzle to get homes built.

Delivering home ownership products

We ensure that buyers and renters have better access to decent and affordable housing. By providing loans to buyers and grant funding to Registered Providers, we’ll support ownership and rental options such as Help to Buy, Shared Ownership, Affordable Rent and Social Rent.

Our work includes:

Enabling public and private land to come forward for housing, especially in the least affordable places.

Providing investment products, including for major infrastructure.

Delivering home ownership products, such as Help to Buy.

“Homes England has an ambitious agenda, and I know that harnessing new ideas and diverse perspectives will be needed as we work to deliver our mission. We’ve created a programme that will allow you to make a difference from day one, and although we will give you the support you need to learn key skills alongside some really talented professionals, we want you to help shape that programme as you progress. Everyone who joins us has a different path, but the one thing we have in common is that we’re passionate about changing the housing market, so we welcome graduates from all walks of life who want to kickstart their career in a meaningful way and play a role in tackling one of our country’s most pressing issues.”

Nick Walkley, Chief Executive Officer, Homes England
